The first number on the label is always the waist number. The second is the leg number. For example 32/30 is for someone who is 32 inches (81cm) waist and 30 inches (76.2 cm) inseam, which is the measurement from the horse of the pants to the hem. This corresponds to the average measurement for someone 1m70 tall. 32/34, for example, would be for someone with 34 inches (86.36 cm) of leg, i.e. someone around 1.87m tall.
